In the context of digital transformation profoundly reshaping educational activities, building school culture at the general education level has become a strategic imperative to ensure adaptability, sustainable development, and the enhancement of comprehensive educational quality. Grounded in the theoretical foundations of educational management and organizational culture, this paper approaches the issue from a management science perspective, thereby conceptualizing “managing the development of school culture in the context of digital transformation” as a purposeful, systematic process closely linked to the characteristics of the digital environment. The proposed management model is structured around four key functions: planning, implementation, leadership, and evaluation - emphasizing the integration of digital cultural values, the application of digital technologies, and the development of digital competencies among staff. Based on the synthesis of internal evaluation reports and implementation data from selected localities, the paper identifies several challenges related to awareness, execution competency, assessment tools, and coordination across different levels of the education system. Accordingly, five groups of management solutions are proposed to enhance the effectiveness of school culture development, thereby fostering a value system aligned with the digital education environment and contributing to human development in the digital era.
