Digital transformation in higher education is shifting from tool adoption to systemic restructuring through an ecosystem perspective, where data integration defines institutional readiness. This study proposes and validates a 7-pillars × 4-layers (11 criteria, 5 levels) digital maturity model based on 811 survey responses from Dong Nai University. Findings show that the institution is at a forming stage (M = 2.34), just below the integration threshold, with bottlenecks in integration and data governance. It can be concluded that sustainable transformation depends on structural and governing capacity rather than mere technological adoption.
