In the context of growing university autonomy and digital transformation, the urgent requirement is to ensure quality as authority is expanded and governance is restructured. The study aims to clarify the relationship between autonomy, governance innovation, and education quality, treating digital transformation as a key moderating variable. The article conducts a narrative review combined with analytical commentary on domestic and international literature (2014-2025), searching academic databases, screening according to inclusion/ exclusion criteria, and synthesizing by theme. The results propose three directions: (1) strengthen core governance pillars with a structure in which the University Council holds real authority, flexible finance and human-resources mechanisms, and academic governance tied to internal quality assurance; 2) adapt to digital transformation through online governance systems and data-driven decision-making; (3) move toward a corporate-style autonomy model with external members and clear accountability mechanisms. On that basis, it recommends improving the legal framework, removing institutional bottlenecks, developing governance and digital capacities, building a culture of quality, and simultaneously deploying dashboards/ KPIs and a shared data repository to enable measurement and continuous improvement.
