Non-traditional school risks, such as cyberbullying, psychological crises, and behavioral deviations, are increasingly prevalent with trans-sectoral and pervasive features that extend beyond the conventional control of individual schools. Utilizing a qualitative methodology, this study integrates document analysis, policy review, and theoretical synthesis grounded in intersectoral network governance (Provan & Kenis, 2008), adaptive governance (Pahl-Wostl, 2015), and metagovernance (Sørensen & Torfing, 2017). The findings reveal that the core limitation lies in the absence of an authoritative central coordinating mechanism at the grassroots level. Consequently, the paper proposes a model for a central coordinating body spearheaded by local governments (commune/ward level), operating through a three-tier functional cycle: prevention (early detection and data integration), intervention (intersectoral mobilization and unified coordination), and recovery (professional support). This research contributes to expanding network governance theory within the general education sector in Vietnam and provides concrete policy implications for local People’s Committees and the Ministry of Education and Training in developing intersectoral coordination regulations to enhance comprehensive student protection in the digital era.
