The rapid proliferation of Generative Artificial Intelligence (Generative AI - GenAI) has ushered in a new era for Personalized Learning (PL) models in higher education institutions. This paper conducts a systematic literature review of representative studies, both domestic and international, from the period 2023-2026 to provide a comprehensive overview of GenAI applications in higher education. Through the analysis of foundational theoretical frameworks, the study synthesizes key application directions, including the development of adaptive learning pathways and virtual tutoring systems. At the same time, it identifies systemic barriers related to cognitive dependency, the digital divide, and academic ethics in developing countries such as Vietnam. Finally, an actionable framework is proposed to optimize human-machine collaboration in the current context of digital transformation in education.
