In the context of implementing the 2018 General Education Program, the need for developing English-language teaching of Natural Sciences, oriented towards CLIL (Continuing Learning in English), is increasing, while bilingual digital learning materials are still lacking and inconsistent. This paper uses Educational Design Research (EDR), combining quantitative and qualitative data, to design and initially evaluate the BiSciBank model – a three-tiered bilingual digital learning material bank integrating open educational resources (OER) and artificial intelligence generation through the Generate-Validate-Adapt (GVA) process. The research results have developed a set of criteria comprising 5 groups with 15 indicators for screening OER materials, developed the BiSciBank model with 35 core learning materials, and established the GVA process to control the quality of AI output. The BiSciBank model achieved high usability (SUS = 82.4) and was rated excellent by teacher training students and lecturers. The BiSciBank model has the potential to support teacher training, contribute to the development of high-quality open educational resources, and promote the implementation of bilingual teaching in general education in VietNam.
