The moral education activities at primary schools play a crucial role in shaping students' personalities and reflect the school's reputation. This paper presents the results of a survey on the current management of moral education activities for students in public primary schools in Ho Chi Minh City in the context of educational reform. The findings show that school management staff clearly recognize the importance of managing moral education activities and are actively involved in planning, organizing, directing, and monitoring these activities. However, there is a significant discrepancy between the evaluations of management staff and teachers, reflecting the gap between policy planning and actual teaching practices. Teachers rate the effectiveness of activity organization, resource allocation, and the feasibility of plans lower than management staff. These issues primarily stem from a lack of professional support, manpower, and facilities. The study also indicates that organization is the central factor that significantly influences the quality of monitoring, evaluation, and the effectiveness of moral education. The research results provide a practical basis for recommendations aimed at improving the quality of moral education activities for students in the local area.
