Digital content creation is one of the six core competence domains of the Digital Competence Framework for Learners stipulated in Circular No. 02/2025/TT-BGDĐT issued by the Ministry of Education and Training of Vietnam and plays a crucial role for pre-service early childhood teachers in the current context of educational digital transformation. However, research on a digital content creation competence framework designed specifically for this group remains limited. This study developed and validated such a framework through a modified two-round Delphi study involving 62 multidisciplinary experts, complemented by content validity analysis and a pilot survey of 108 pre-service early childhood teachers at the National College for Education. The Delphi process produced a framework comprising four competence components and fifteen behavioral indicators, all of which met the predefined consensus criteria in Round 2 (Mqi ≥ 3.53; Qqi ≤ 0.50; Vqi ≤ 14.5%). Four proficiency levels (Basic - Intermediate - Advanced - Expert) were established by aligning the framework with the eight national proficiency bands, the revised Bloom taxonomy, and DigComp 2.2. The pilot situational-judgement instrument showed acceptable reliability (Cronbach's alpha = 0.78). The framework provides a scientific basis for curriculum innovation, pedagogical improvement, and the development of digital competence assessment instruments in early childhood teacher education.
