In the context of the development of the 4.0, digital citizenship education for students in general and primary students in particular plays an important role. Teaching materials are essential tools to help students consolidate and deepen their knowledge, which in turn enables them to apply what they've learned to solve problems and develop digital citizenship skills. Since the implementation of digital citizenship education for primary students under Circular No. 3899 by the Ministry of Education and Training (2024a), both teachers and students have faced many challenges, especially due to the limited availability of teaching materials, which mainly focus on Informatics and lack diversity in both content and format. Based on a comprehensive review of the literature and practical teaching conditions in primary education, this study proposes a four-step process for designing teaching materials to educate primary students on digital citizenship, with concrete examples. The proposed process focuses on non-text learning materials to increase the visuality and practice for students, helping teachers to be more designing learning materials, contributing to improving the quality of teaching and learning digital citizenship education content in the current context of primary education in Vietnam.
