In the context of rapid digital technology and social media expansion, the military information environment has become increasingly complex, posing direct challenges to the public opinion-orienting competency of grassroots political commissars. This article focuses on analyzing the current status of this competency from a psychological perspective (including knowledge, attitude, and skills) and evaluates specific difficulties when military personnel are restricted from using personal digital devices. Research findings indicate that the current competency is at an average level; despite a positive attitude, there are weaknesses in specialized knowledge and practical skills within the digital environment. Based on these findings, the article proposes four main groups of solutions: innovating training content; improving digital public opinion management mechanisms; promoting the role of opinion leaders; and ensuring technical infrastructure. These solutions aim to enhance the proactiveness of political commissars in the face of new challenges, contributing to the maintenance of the Party’s ideological resilience in the military.
