Currently, Biology education majors face difficulties in designing practical exercises to develop problem-solving skills for high school students due to a lack of training opportunities in this area. This article aims to propose a process for developing training materials to guide students in exercise design skills. The study utilized theoretical research methods and an online survey involving 159 third-year Biology students and five teaching method specialists to identify challenges and training needs. The research indicates that developing training materials to guide Biology education majors in designing practical exercises for problem-solving skills in high school students involves several steps: analyzing the training program, designing the training program, designing training activities, refining training materials, and evaluating training materials. This serves as a foundation for further development of training materials for different skills for Biology education majors at teacher training universities.
