Digital transformation, in which digital technologies and digital competencies have an important position in teaching and learning at higher education institutions. However, the application is only individual initiatives, there are still barriers that prevent digital technologies and digital competencies from being effectively deployed at universities. This article used both quantitative and qualitative research methods to collect data at four universities in Ho Chi Minh City (Foreign Trade University, University of Law, University of Medicine and Pharmacy, and Open University) with 42 randomly selected lecturers. For qualitative data, text mining techniques were applied to analyze participants’ perspectives and the Kruskal-Wallis H test was used to analyze the multiple-choice questions for quantitative data to identify salient factors that may influence the reach, barriers, and obstacles. The results show that the lack of infrastructure, resources, limitations in training, and Internet access are the main challenges to digital transformation in teaching and learning process. The research has clarified the factors affecting digital transformation at some universities today. Since then, the requirement for promulgating educational policies has also been raised to support, manage and promote the process of digital transformation in higher education.
