Statistics and Probability are one of the three important knowledge streams in the 2018 Mathematics General Education Program. The innovation of teaching this knowledge stream for primary school students in the direction of forming and developing capacity is an issue that needs to be researched. Through the theoretical research method, the article synthesizes research results in the world and presents some research results in Vietnam on the concept of statistical competence, the components of statistical competence, on that basis, proposes some pedagogical measures to develop statistical competence for students in teaching the content of “Some statistical factors” in primary school. Primary school teachers can use some of the proposed measures in teaching the content of “Some statistical factors” in primary school in the direction of developing competence for students, meeting the requirements of the 2018 Mathematics General Education Program.
