In the era of educational digital transformation, building a digital culture has become a core requirement for improving governance quality and enhancing the reputation of general schools. This article analyzes the management of digital culture through three interconnected components: (i) decoding core values (PRF01), (ii) organizing implementation (PRF02), and (iii) evaluation and continuous improvement (PRF03). Using an inductive reasoning approach, the study emphasizes that digital culture does not emerge from slogans or isolated regulations, but from a coherent cycle that links values to stakeholders, institutionalizes them through commitments, disseminates them via digital communication, monitors them using technological tools, and reinforces them through evidence- based improvements. The findings identify four essential conditions for effective management of digital culture in schools: synchronized digital infrastructure, stakeholders’ digital competence, supportive policies, and continuous evaluation and improvement mechanisms. When these conditions are satisfied, core values are transformed into organizational habits, behavioral norms, and “digital professional standards,” fostering sustainable development of schools in a digital education environment. The paper further proposes the PRF01– PRF02–PRF03 matrix as a practical and theoretical framework, serving as a reference model for managing digital culture in general education.
