In the context of national digital transformation in education, enhancing the effectiveness of digital transformation among teachers - particularly in disadvantaged areas - has become an urgent priority. This study identifies and analyzes the barriers affecting the digital transformation process of upper secondary school teachers in the mountainous areas of Thanh Hoa Province. Using a mixed-methods approach that combines secondary data analysis with a survey of 150 teachers and in-depth interviews with 10 teachers and school administrators, the research reveals a complex “matrix of barriers” in which three main groups of factors interact and reinforce each other: (1) Objective barriers related to inadequate technological infrastructure; (2) Subjective barriers stemming from limited awareness and digital skills; and (3) Institutional barriers arising from school cultures that do not sufficiently encourage innovation and the lack of effective professional learning communities. Based on these findings, the paper proposes a set of integrated solutions to address these bottlenecks, thereby contributing to improving teacher quality and narrowing the digital divide in education.
