The global labor market's shift towards a “skills-based hiring” model is creating new demands for Vietnam's vocational education system to ensure that learners possess competencies that align with real-world needs. This article analyzes international trends in “skills-based hiring”, assesses its impact on vocational education, and examines the current state of vocational education in Vietnam from four perspectives: training programs, skills assessment and recognition, skills data management, and business engagement. The results indicate that vocational education in Vietnam has initially formed a foundation for a “skills-based hiring” approach, but the level of implementation and responsiveness remains limited. Consequently, the article proposes four main policy recommendations: improving competency-based training policies, innovating skills assessment and recognition, developing a skills information system, and enhancing collaboration with businesses, aiming towards a co-created skills vocational education model. The significance of this research is to provide scientific arguments for refining vocational education development policies based on skills while also suggesting future research directions on measuring the alignment of vocational education learners’skills with labor market demands.
