STEAM projects are an effective approach for preschool children's development, but their success depends on the teacher's organising competence; when generative AI is introduced, its value in turn depends on the teacher's AI competence, making the teacher's technological and pedagogical readiness crucial. Yet AI-technological-pedagogical-content competence (AI-TPACK) remains almost unaddressed in early childhood. Using a structured integrative review with policy-document analysis, this study proposes an AI-TPACK competency framework for developing preschool teachers' competence, comprising four knowledge domains, two cross-cutting competencies (critical-ethical AI literacy; human-AI collaboration) and three progression levels with observable indicators, grounded in the characteristics and organising process of STEAM projects for preschoolers. It establishes a testable causal chain: framework → teacher → STEAM-project organisation → children's development. The framework offers a twofold benefit: it operationalises the AI domain of the national Digital Competency Framework (Circular 18/2026) to advance teacher development while ensuring AI serves children's holistic development. It recommends embedding AI-TPACK in pre-service training, level-based professional development and self-assessment, and notes barriers of infrastructure, teacher time and the need to validate the framework through Delphi and empirical studies.
