Tóm tắt

Inclusive early childhood education in Vietnam has widened access to school for children with disabilities aged 0 to 6, yet coming to class does not mean that a child genuinely takes part, and this gap has lasting consequences. Existing studies mostly classify barriers by the actor who creates them and therefore do not show at which point a barrier takes effect. In Vietnam, there are no data on how far children with disabilities participate at preschool level. This paper answers two questions: which barriers do children with disabilities face, and at which point of the process from attendance to genuine participation in classroom activities does each barrier take effect. Using an integrative review with PRISMA screening, the paper synthesises 26 sources published between 2015 and 2026 and adopts a classification by the point at which barriers take effect rather than by the actor behind them, yielding five sets of barriers: access and attendance; attitudes and beliefs; teaching competence and practice; environment and resources; and system, coordination and family. The findings show that teaching competence and practice most directly determines whether attendance turns into genuine participation. The paper proposes replacing enrolment indicators with participation indicators in inclusive education for preschool children.
