Amid the profound impact of digital transformation on early childhood education (ECE) and the ongoing reform of the Early Childhood Education Curriculum toward competency development and child-centered approaches, this study aims to propose a preliminary conceptual framework for the creative leadership competencies of preschool principals. The study employs a narrative review (desk research), drawing on legal and policy documents, published theoretical models of leadership, and Vietnamese studies conducted between 2024 and 2026 on digital transformation and the professional development of ECE management personnel. Based on this review, a preliminary conceptual framework comprising five components of creative leadership competency is proposed: (1) strategic thinking and adaptability in a changing environment; (2) digital mindset and the ability to lead digital transformation; (3) the ability to generate and nurture innovative ideas; (4) inspirational communication and influence-building; and (5) the ability to balance innovation with professional ethics and compliance with professional regulations. As a theoretical proposal derived from a literature review, the framework requires further validation through expert appraisal and large-scale empirical surveys before its components and their discriminant validity can be established.
