Innovating the conception and teaching methods of reading comprehension is considered a breakthrough in the implementation of the new general education program in the direction of developing learners' qualities and competencies, giving learners an essential tool to discover and expand knowledge through each text, and at the same time, serv life and lifelong learning. On the basis of analyzing the theoretical issues of reading comprehension and teaching reading comprehension as well as the principles of reading and understanding folktale texts of primary education students, the article addresses the development of a reading question bank. This is considered an important measure to help students train themselves and improve their reading competence of folk tales, a very rich and unique genre of literature of Vietnam with its own characteristics and great values in spiritual social life.
