One of the emerging themes in educational evaluation is the strengthening of educational indicators and methods for monitoring the educational system. The article presents a tool for evaluating the development of local education and training. The instrument is designed to promote the benefits and solve the constraints inherent in Vietnam's present statistical data collection while also enabling comparison with a variety of indicators from other nations and international organizations. The instrument for measuring the growth of local education and training composes of an analytical framework, a set of assessment criteria and indicators, and data collecting instruments. The objective of constructing this instrument is not only to monitor the education system but also to provide local governments with a foundation for formulating evidence-based educational development plans.
