The educational development of a local/educational institution plays an important role in providing essential information for quality assurance and for innovating the educational process in order to improve the quality of education in different contexts. In this paper, we propose a framework to analyze the local educational development and some methods to calculate the local education development indicators and examples of estimation using these methods are also provided. Statistical methods can be used to calculate indicators of local educational development. The indicator of EDI proposed in this paper is a combination of 5 weighted component indicators which is a typical example for the use of such statistical methods.
