University governance is an issue that is attracting the interest of many researchers. In the current trend, to implement a university governance model, the institution needs a stable and positive cultural environment. The study focuses on evaluating the role of school culture in implementing the governance model at Hanoi Metropolitan University. Through surveys and interviews, the research confirms that school culture influences the perceptions and behaviors of members within the institution, particularly administrators, in the execution of the university governance model. The findings highlight that the role of school leadership, collaboration among teachers, and community participation are key factors in building and maintaining a positive school culture, which is essential for the successful implementation of the university governance model in the new context. Based on the research findings, practical recommendations can be made for educational leaders to enhance university governance effectiveness. In particular, emphasizing the development of a distinctive school culture not only helps reinforce core values but also serves as a motivation for teachers and students, contributing to the creation of a sustainable and effective educational environment.
