The implementation of the project “Making English a second language in schools, 2025-2035, with a vision to 2045” requires the creation of a bilingual learning environment in general education institutions. In this context, Art, with its visual and experiential nature, is considered a favorable environment for integrating language into learning activities. This study uses document analysis and theoretical synthesis to clarify the role of Art in building a bilingual learning environment in primary schools. The results show that Art facilitates students' natural exposure to and use of English through creative activities, communication, and experiential learning. Based on this, the study proposes measures to build a bilingual learning environment through Art. The research results contribute to supplementing the theoretical basis and providing practical suggestions for integrating English into subjects in primary school, contributing to achieving the goal of making English the second language in schools.
