University teaching staff development plays an important role in ensuring that the university meets the needs of society at different stages. Based on the approach/ theory of competency-based strategic human resource management, this paper presents and analyzes the nature of a theoretical framework and proposes a 5-step process associated with the quality improvement cycle “(CCr-EEr)PPrDDr”, starting with Planning for development with sufficient quantity, suitable structure, especially quality assurance through managing development of the required competency framework (step 1 and 2) of the teaching staff; thereby managing the implementation of the plan through: Recruitment; exploitation/implementation; and professional development of the teaching staff based on competency (step 3 to 5). The research results contribute to improving the quality of training, scientific research and community service of the university.
