The General Education Curriculum 2018 has concretized the output standards of Vietnamese at primary education level with the skills of listening, speaking, reading and writing, developing a number of common competencies and developing language competencies according to each grade. However, for students with intellectual disabilities, due to impaired intellectual function and adaptive ability, they face many difficulties in learning in general and learning Vietnamese in particular. The paper studies on teaching Vietnamese for children with intellectual disabilities at primary level; proposes a number of measures to form and develop reading and reading competencies for students with intellectual disabilities at primary level. Therefore, to help children complete the Vietnamese education curriculum at primary level, it is necessary to make appropriate adjustments in terms of objectives, contents, and especially educational methods and equipment.
