Tóm tắt

In the context of the Fourth Industrial Revolution, E-learning is becoming an inevitable trend in global higher education. In Vietnam, the implementation of E-learning still faces numerous challenges, requiring universities to assess their readiness prior to deployment. This study develops a set of criteria for evaluating E-learning readiness in Vietnamese universities, utilizing the Delphi method with the participation of 17 experts. The results identify seven key factors: technological readiness, human resources, content, culture, training processes, finance, and commitment and policies. This set of criteria aligns with the quality assurance requirements stipulated in Circular “No.01/2024/TT-BGDĐT”. The research findings provide a crucial tool to assist Vietnamese universities in self-assessment and developing effective E-learning implementation roadmaps, while simultaneously meeting the Ministry of Education and Training's requirements for higher education quality assurance.
