In the context of globalization and rapid development of information technology, Open Science and Open Access have become important factors in promoting the progress of science and research. The paper focuses on the formation and development of Open Science and Open Access, analyzing key initiatives, open access models, and their impact on the sharing and use of scientific knowledge. The research highlights the need to develop and implement open access policies to enhance access to scientific knowledge and promote equity and sustainability in research. Additionally, the paper analyzes the open access policies of various countries and regions, identifying the challenges and opportunities these policies face. The research results not only contribute to a better understanding of Open Science and Open Access to improve future Open Access policies, but also help researchers, funding organizations and publishers find suitable solutions to enhance knowledge sharing and support the development of global science.
