In response to the educational reform mandated by Resolution No. 29-NQ/TW and the implementation of the 2018 General Education Program, primary school homeroom teachers play a central role in fostering students’ core competencies. This study investigates the current development of the primary school homeroom teacher workforce in Tra On district, Vinh Long province across four aspects: planning, recruitment - utilization, training - professional development, and evaluation. Data were collected from 253 school administrators and teachers and analyzed using SPSS 20. The findings show that recruitment practices received positive evaluations, while training and evaluation activities still face limitations. This study is among the few indepth investigations focusing on homeroom teachers in rural areas of the Mekong Delta region. Based on the results, the paper proposes solutions to enhance strategic workforce planning, increase school autonomy, organize practical training programs, and reform evaluation practices toward competency-based development. The results provide a practical foundation for improving teacher development policies in the context of ongoing educational reform.
