Internationalisation has become one of the priorities of higher education institutions. Many policies aiming at promoting this activity have been introduced within the last 20 years. Still, only a limited amount of research has examined the shared features of the policies for internationalisation in higher education at various levels of governance and proposed relevant recommendations. Therefore, this study intends to summarise the common characteristics based on analysing 35 selected documents under the framework of multi-level governance theory. The research results highlight remarkable features of policies for higher education internationalisation at institutional, national, and regional levels of governance. The research provides significant contributions to the field as well as a valuable source of reference for higher education institutions.
