Tóm tắt

Developing culture in general and quality culture in particular is of interest to universities, including Ho Chi Minh City University of Law. This study aims to measure and analyze the characteristics of organizational culture at Ho Chi Minh City University of Law in the context of university governance innovation. Data were collected from 95 officials and civil servants through a survey using the OCAI tool, processed using descriptive statistics. The results show that hierarchical culture is dominant, reflecting a centralized governance mechanism and strict processes, while the staff and employees want to transition to a family culture, promoting cooperation, cohesion and humanity. This finding suggests directions for building an appropriate organizational culture transformation strategy, aiming to improve governance efficiency and the quality of public higher education.
