The task of defending the Fatherland and building the Army in the new revolutionary period has been placing increasing demands on the quality and competence of the army cadres, especially the competence to train soldiers. With the mission of being a place to train cadres for the army, military officer schools need to objectively and accurately assess the level of achievement of students in terms of quality, general competence y and training competence in particular, from which there is a scientific basis to propose appropriate measures to improve the quality and comprehensive competence of students to meet training objectives and requirements. This study focuses on clearly the theoretical issues about the training competence and the actual situation of training competence of trainees at military officer schools today, thereby affirming the need to pay attention to the development of military officers, training capacity for trainees to meet the output standards in order to train a contingent of military cadres with quality and comprehensive competence to meet the requirements of army construction in the new situation. At the same time, the research results provide a practical basis to help pedagogical forces at officer schools adopt policies and measures to develop training competence for trainees to meet the output standards, contributing to improving the quality of training created by the school.
