The general history education program oriented to develop competence and qualities for students in Vietnam needs to be designed from an output-oriented perspective, aiming to establish and implement action competence in learners. To do this, the History program needs to be an overall design with elements of goals, content, methods and forms of teaching and assessment according to the orientation of developing student competence. The content of the article focuses on research on building standards in high school History subjects in some countries such as the United States, Canada and Australia. From the experience of developing standards of other countries, the article has given some comments, suggestions and experiences for Vietnam in building assessment standards for History. In the current context of teaching and learning History according to the 2018 General Education Program, building subject standards plays an important role, supporting the management, teaching and assessment in schools.
