Testing and assessment is one of the important tasks in the teaching process, helping managers, teachers and lecturers grasp the necessary information to promptly adjust and appropriately impact the educational process. This study aims to build a toolkit for assessing the assessment literacy in teaching of lecturers working at certain educational institutions of the People’s Army of Vietnam. A pilot test with a tool of 65 items within five groups of component literacies has been conducted with 420 instructors. The quality of the measurement tool is evaluated and standardized in terms of reliability, content and structural validity. The results confirm that the toolkit of 54 items is appropriate for proposed requirements; thereby, contributing to the correct assessment of the current state of this competence, helping to effectively orient training activities, fostering and using military lecturers.
