Open Educational Resources (OER) have emerged as valuable learning resources for promoting innovative teaching practices and developing students' digital competence in the context of digital transformation in education. This study proposes a learning activity design process and an instructional process using OER and illustrates their implementation in teaching the topic “Reproduction in Organisms” in Grade 11 Biology to develop students' Data and Information Literacy competence. The study employed document analysis and synthesis, expert consultation, questionnaire survey, and descriptive statistics. The findings resulted in a five-step learning activity design process, a five-step instructional process, and a system of learning activities integrated with OER. The proposed processes were evaluated by eight experts and forty high school Biology teachers and received high ratings for scientific validity, logical structure, relevance, feasibility, and their potential to foster students' Data and Information Literacy competence. The findings provide practical guidance for integrating OER into Biology teaching to support competency-based education in the digital era.
