Preparing students of primary education with the appropriate mathematical knowledge and necessary professional competencies for teaching is an important issue in teacher education. In recent studies on the teaching capacity based on the situated approach, educators are particularly interested in professional noticing. In this study, the authors introduce and clarify the teacher's professional noticing competency as well as propose measures to use video-clips to assess and develop the mathematical noticing competency for majors of primary education. The paper also describes the experimental results obtained from 50 students of primary education at Quang Binh University. The research results show that the participants’ professional noticing competency was still limited, especially perception and decision-making skills.
