Đề xuất khung năng lực giáo viên trung học cơ sở của Việt Nam

Competency-based teacher management is an inevitable trend in the current context of educational innovation. Education quality is increasingly emphasized and improving the quality of teachers has become a core goal in schools' strategic plans. Some educational organizations as well as some countries around the world have been building competency frameworks compatible with educational innovation and development strategies. At the same time, the competency framework is also the standard for teachers assessment and training. In the article, the author presents the results of analysis and synthesis of teacher competency frameworks from a number of countries and international organizations; as well as based on principles in human resource management and educational management, state regulations, ministries and branches on tasks and professional standards, etc. to propose a competency framework for the secondary school teachers in Vietnam. The proposed competency framework comprises 5 general competencies, 15 specific competencies and 82 performance indicators.
