The analysis of the education sector in general, and the evaluation of local education and training in particular, is an urgent issue in the current challenging context - the Digital Era, Industry 4.0, the pandemic Covid-19, etc... Evidence-based assessment and evaluation to inform and monitor national and local education sector can help respond to these challenges, if the findings from these analyses are the basis for implementing innovation and reform. Collecting evidence and conducting analysis in the education sector will therefore provide new opportunities to improve national and local education systems. This article provides a brief context of the analysis and evaluation of education, and describes the UNESCO Global Education Monitoring Report’s toolkit, from which lessons can be drawn for Vietnam.
