Tóm tắt
University autonomy is a matter of great concern in Vietnam from the perspective of policy as well as academia. This study proposes a set of criteria for assessing the degree of university autonomy of a higher education institution based on four aspects: academic, financial, organizational, and human resources. This table can be used for higher education institutions to self-assess their degree of university autonomy, based on specific conditions, such as the implementation of the Amended Law on Higher Education. At the same time, managers and policy makers can also use this set as a reference for the process of researching and promulgating related policies.
