Internet-based learning is becoming a global trend, and Vietnamese higher education has gradually implemented online training in many fields of study. This article is one of the first works to assess the online teaching capacity of university lecturers in Vietnam according to the IPA model, with 13 competencies surveyed simultaneously according to two criteria: importance and implementation effectiveness. The survey results of 50 lecturers showed that the competencies were assessed at a relatively significant level and were implemented relatively effectively. In particular, the competencies related to teaching methods and organizing online assessments were well demonstrated; however, session management and motivating learners need improvement. In addition, lecturers also showed efforts in building a friendly online learning environment. The research results provide a practical basis for developing appropriate training programs, contributing to improving online teaching competence and training quality in the context of the digital transformation of higher education today.
