Studying the experiences of other countries in the implementation of the same issue is considered an effective measure to avoid unnecessary risks, and at the same time, taking advantage of conducting methods which are the most similar to the domestic context would reduce testing time and yield the highest efficiency. From the teaching practice in the world, it is shown that shifting from content-based to competency-based assessment is necessary to train highly adaptable citizens in the 21st century. Sharing the same development trend as Vietnam, Turkey has been considered quite successful in transforming from knowledge and skills-based assessment to competency-based assessment. This study found that the two countries experienced a similar transition timeline for assessment in education, and also had similar difficulties in implementing and applying competency-based assessment. In addition, the study aims to analyze more closely the measures that Turkey has applied to transform the assessment process towards student capacities successfully, thereby proposing a number of measures that Vietnam can apply when implementing the 2018 General Education Program.
