The Fourth Industrial Revolution has profoundly changed the way people learn, work and access knowledge. In the field of education, digital technology opens up many new opportunities for learners to access learning materials, expand the ability to participate in higher education and improve learning efficiency. However, not all social groups benefit equally; the difference in access to technology has created a phenomenon of digital divide in education. The article uses a document review method combined with analysis and comparison of the US experience in narrowing the digital divide in higher education. Based on the comparison of reports, policies and expert opinions, the study clarifies the current situation of inequality in access to technology and higher education in the United States. It analyzes the solutions that the US government has implemented to overcome this situation. The research results contribute to providing a practical perspective on the digital gap in the context of a technology-leading country, thereby drawing valuable lessons for Vietnam in the process of building and perfecting digital education policies, aiming at the goal of narrowing inequality in access to higher education.
