This study contributes to the development of the multi-factor index for evaluating Vietnam’s higher education institutions (HEIs). The usage of F-Primont (FP) index has many advantages over other indicators regarding three aspects: (i) data relevance in Vietnam; (ii) scientific accuracy; (iii) completeness in empirical analysis. The study experimentally analyzed data of 23 Vietnam’s HEIs (over 235 HEIs in 2018) collected by random sampling in the 2015-2018 period. Results are consistent with some indicators previously studied, and there are also some new findings. Theoretically, the effectiveness of HEIs can improve by 43-48% in the long-run and about 10-20% in short-term depending on the approach.
