Online learning competence is one of the essential competencies of teachers at general education institutions during the 4th revolution industry. In Vietnam, the online training model has received great attention in order to implement the requirements of the 2018 General Education Curriculum. However, neither has the implementation and organization of this model been properly addressed by the educational leaders at general education institutions, nor have the infrastructure conditions, especially in the central regions of Vietnam such as Thua Thien Hue province, been sufficient. This article presents the current situation of online learning competence and infrastructure conditions meeting the online teacher training requirements in Thua Thien Hue province. Accordingly, the authors propose some solutions to improve teachers’ online learning competencies through the application of information technology in teacher training and retraining.
