In the General Education Program in Literature (2018), training writing skills focuses on two requirements, which are practicing writing according to the process and genre characteristics. From this orientation, teaching writing descriptive text in primary schools will closely follow teaching how to write, thereby forming and training students' competence to write descriptive text. Given the requirements, the article focuses on identifying and building elements framework of descriptive text writing competence for primary school students from viewpoint of the process approach Basically, this proposal aims to provide information on approaches to building the structure of descriptive writing competency along with specific behavioral indicators. This is the basis for having directions in how to organize writing teaching for this genre as well as properly assess the descriptive text writing competence for primary school students.
